Nigerian World Bank hopeful promises change

By the CNN Wire Staff
March 29, 2012 -- Updated 0111 GMT (0911 HKT)

STORY HIGHLIGHTS
  • Nigerian Ngozi Okonjo-Iweala is Africa's choice for the top job at the World Bank
  • The Harvard-educated economist says she would make the bank nimbler and more responsive
  • President Obama has nominated Dr. Jim Yong Kim, the president of Dartmouth College
  • The World Bank president has always been an American
(CNN) -- The Nigerian contender to head the World Bank, Ngozi Okonjo-Iweala, said Wednesday she is ready to lead from day one and would make it a nimbler, more responsive organization.
Okonjo-Iweala told CNN's Richard Quest she was the best candidate for the job because of her 25 years working at the bank and her time as Nigerian finance minister.
This has given her experience on both sides of the table, she said, and means she could hit the ground running.
"You don't want to spend six months, a year, learning how the institution functions before you can lead -- I can lead from the word go," she said, speaking from Delhi, India.
President Barack Obama on Friday presented Dr. Jim Yong Kim, the president of Dartmouth College, as the U.S. nominee for the role.
While the World Bank's influence is felt most directly in the developing world, an American has always headed the bank.
The organization expects to pick the new president by its spring meeting in the week of April 16.
Okonjo-Iweala said she welcomed the competition posed by Kim, whose background is in medicine, not economics or business as has been the case with most previous World Bank presidents.
"I am not daunted ... because the shareholders of the World Bank promised a fair, merit-based, open and competitive process," she said.
Okonjo-Iweala, a Harvard-educated economist and former senior World Bank official, said her role as head of the Nigerian finance ministry had provided a valuable practical grounding.
"This is not theory you are dealing with, it's fact, it's experience, it's real world, 'how do we make a policy decision that will help millions of poor people today?' -- so that gives me a lot," she said.
She said her chief aim if picked to lead the bank would be to make it a faster and nimbler organization, able to respond swiftly to problems in developing countries.
The bank should also focus on promoting growth in developing nations to create jobs, especially for young people, she said.
"I've never met a poor person who didn't want the dignity of a job -- if they have a job, they can take care of their health problems, their education problems," she said.
As World Bank leader, she would also give the emerging market nations a voice on the global stage, Okonjo-Iweala said, and reflect a changing world where those countries are increasingly contributing to growth.
She was nominated by South Africa and has the support of other African nations.
Antonio Ocampo, formerly the finance minister of Colombia, has also been nominated.
Kim, a Korean American, has previously served as a senior official at the World Health Organization.
The World Bank was created along with the International Monetary Fund in 1944 to help the Allied powers shape the post-World War II economic order. It now includes 187 member states, offering loans and grants as well as technical expertise for development projects around the world.
Under a tacit agreement in place since their inception, an American has always led the World Bank while a European has been in charge of the IMF.
The World Bank and the IMF get funding from their members, also known as shareholders, and it is this funding that is the basis for voting power on the organizations' boards.
The board will vote on the new leader for the bank, but it is widely assumed that the U.S. nominee will be the one confirmed by the full body.
As the largest contributor to the World Bank and the IMF, the United States has the most voting shares on their boards at roughly 16%. The United States and Europe together have roughly half these shares, and have long been able to impose their will in matters of leadership.

Top 10 Notable Breakups in the Naija Music Industry
Nothing seems to last for too long in this fast paced world where change has been said to be the only constant thing. Sadly though, changes of certain kinds are upsetting on the people involved and even observers of the ensuing drama. This brings us to the issue of popular music groups/collaborations “breaking up”.
We bring to you today a countdown of the top ten notable breakups in the Nigerian Music Industry climaxing with the most recent- that of everyone’s beloved Mo’hits crew.
10
Remedies- Comprising of the talented trio of rapper cum singer Eedris AbdulkareemTony Tetuila and Eddy Remedy, this was one of the groups that defined the style now known as “Naija Hip Hop”. The Remedies was formed in 1997 and hit songs like “shakamo” and “omoge” endeared them to millions of people all over West Africa. The group split up in 1999 when the henchman of the crew, Eedris Abdulkareem decided to launch a solo career.
Eedris Abdulkareem’s solo career started off to a glistening start with the release of 3 successful albums with the Kennis Music label imprint between 2002 and 2004. His fortunes however took a downturn in 2004 after a fracas with the American rapper 50 cent. His subsequent album “King is Back” was released on his La Crème record label and he is still has a visible presence on the naija music scene.
Tony Tetuila also did very well on his own with smash hit songs like “omode meta”, I’m in love with 2 women”  and “my car” which became a street sensation. He has 5 albums to date.
The third member of the group Eddy Remedy was unfortunately not able to kick-start a successful solo career. He has an album “Leave Eddy Alone” to his credit.
.
9
Plantashun Boyz- This defunct group of 3 comprising of 2face, Faze and BlackFace needs no introduction, especially as one of them- 2face- has gone on to become a legend of African contemporary music. They released two albums, Body and Soul(2000) and Sold Out(2003) before going their separate  ways in 2004.
2face has since gone on to release 4 multiple award winning albums (Face 2 Face (2004), Grass 2 Grace (2006), The Unstoppable (2008) and The Unstoppable International Edition in 2010, bag numerous prestigious awards and nominations and become an Icon of Nigerian and African Music all over the world.
Faze has released three albums since- Faze Alone (2004), “Independent” which spawned several hit singles in 2006 and Originality (2008).
BlackFace has only one album to his credit. He also co-wrote 2face’s breakthrough single- African queen.
The Plantashun Boyz collaborated on a reunion album titled “Plan B” in 2007.
.
8
MaintainThe trio of OluTolu and Bamo came to national prominence on the back of hit songs like “I catch cold” and “Nibo la wa gbe lo”. After six albums between 1998 and 2004, the group split up after the exit of Olu in 2005.
Olu Maintain went on to release two albums- “Yahooze/Maintain Reloaded” a successful effort which spawned the mega hit single, “Yahooze” and Kentro World(2009).
Big Bamo released a well-received album “popotiti” but since seems to have taken a leave from recording music.
Except from occasionally featuring in a few songs Tolu has not had a significant solo career since the breakup of Maintain.
.
7
Eedris Abdulkareem and Kennis MusicThe then number one Naija artiste parted ways with the premier record label after the 2004 scuffle between Eedris and 50 cent and it marked a significant change in the artiste’s career.  The artiste released his fourth album on his own La Crème imprint but has subsequently signed back with Kennis Music.
.
6
2face and Kennis MusicAfter a mutually beneficial relationship that gave birth to 2 award winning albums, 2face left Kennis Music without much ado in 2008. He has his own record label- Hypertek Entertainment.
.
5
Kelly Handsome and…. You Know Already JKelly Handsome came to national prominence with the release of his chart topping hit single Maga in 2007. Mr. Maga” left Kennis Music amidst a lot of controversy in 2010 and he has even been said to swear that he will never forgive Kenny Ogungbe and Dayo Adeneye, the Kennis Music top men although he later tendered an apology. He released only one album (Too much money in 2008) on the Kennis records imprint.
.
4
9ice and Id Cabasa- Not too long after the release of platinum selling album “Gongo Aso” in 2007,  9ice and longtime friend and producer Id Cabasa fell out due to settlement and payment issues. “Basorun Gaa” does not seems to have been slowed down by this as he has within a short while built up his own record label, released 3 successful albums and has even signed a few upcoming acts as well.
The singer and ace producer seems to be back on good terms of recent and it will be interesting to see if they will still work together in the studio.
.
3
KC PreshThe flashy duo of KC and Presh won the first edition of Star’s yearly musical contest, Star Quest in 2002. They went on to release 5 albums before going their separate ways in 2011.
.
2
Mo’Cheddah and Knighthouse- It caught us all by surprise when we heard a few weeks ago that Mo”Cheddah was leaving the record label which had brought her to limelight after just 1 album which had given her recognition all over the continent. Mo’Cheddah is yet to announce her new plans as regards a management deal or recording contract.
.
1
Mo’Hits RecordsPerhaps this should be titled D’Banj and Don Jazzy as the long term friends and associates have apparently made yet to be clearly announced changes in the structure of their record label. D’banj has 3 solo albums(No Long Thing(2005), Rundown/Funk U up(2006) and Entertainer in 2008). He also has 1 collaboration album with the other Mo’Hits artistes.

He said the operation was a major breakthrough for Kano Joint Security Task Force.
According to him, the Islamic militants in search of guns and money attacked a Unity Bank adjacent to the bombed police station, “but they did not succeed in breaking into the vault containing about N2 million.

Perm sec caught with N2bn cash • Cabal moves N18bn from account, withdraws N300m

A serving federal permanent secretary (names withheld) has been arrested over a N18 billion scam uncovered in the police pension scheme with N2 billion cash found in his residence.

The matter has been handed over for prosecution to the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The permanent secretary was a director in a federal ministry from where he was seconded to one of the newly-created ministries.

Two other accomplices, who are also a serving director (names withheld) in two federal ministries but who had earlier worked with the Police Pension Fund office, have also been arrested and handed over to the EFCC and ICPC for more investigation. EFCC’s spokesman, Wilson Uwujaren, confirmed the report, saying that apart from the permanent secretary, there are four other top civil servants involved.

Sources in the Pension Reform Task Team (PRTT) told Daily Sun that investigation showed that “there is a syndicate which operates in the ministry. A cheque of N300 million was used to clear money from an account which is being kept for that sole purpose.

“The permanent secretary and his accomplices have been handed over to the EFCC and ICPC but investigations are still ongoing. On conclusion, we expect ICPC and EFCC to take the matter to court...”

EFCC Chairman, Ibrahim Lamorde, had earlier confirmed the investigation at a parley with newsmen last week.

Meanwhile, indications emerged at the weekend that PRTT Chairman, AbdulRasheed Maina, has rejected fraud allegations leveled against his team by Assistant Chief Accountant in the Police Pension Office, Mr. Toyin Ishola.

Ishola had earlier testified before the Senate Joint Committee on Establishment and Public Service and States and Local Government Administration investigating pension management and administration.

He told the committee that Maina allegedly distorted the existing Police Pension Account by transferring N21 billion into three different accounts domiciled in three different banks.

The Joint Committee Chairman, Senator Aloysius Etok, and his co-Chairman, Senator Kabiru Gaya, thereafter issued a warrant of arrest against Maina.

The warrant, which was dated March 8, 2012, pursuant to Section 89 of the 1999 Constitution.

But in a 50-page written submission to the committee, Maina insisted that the PRTT has so far saved and recovered N151.6 billion and £6 million for the country from 2010 to date, out of which N74 billion was appropriated as part of the N4.877 trillion 2012 budget.

Another N24 billion was reportedly earmarked as contingency for harmonization of arrears particularly with police, where officers in the cadre of AIGs/Commissioners of Police are paid monthly pensions between N84, 000 and N101, 000.

The documents showed that the two accounts in two different banks were opened with the authorization from the office of the Accountant-General of the Federation vide an August 9, 2011 letter. The new mandate showed that Yakubu Kolawole Adeyemi, Edwin Ementa Nwokoye are the new signatories as at September 5, 2011, replacing Ishola and one Mike Okoro.

Furthermore, the PRTT noted that it discovered that there were illegal “withdrawals by staff of the Police Pension Office, using multiple cheques in fictitions names in excess of 30 cheques per day to withdraw cash from their bankers.

“Such illegal withdrawals amounted to N14 billion. The PRTT, assisted by the law enforcement agencies, have made substantial recovery of the said stolen monies. A staff of the Police Pension Office (names withheld) turned in N1billion cash.

“Another surrendered three luxury estates with about 27 blocks of deluxe flats he built in Abuja and many others...”

Maina equally indicated in the documents submitted to the committee that while he is from Biu in Borno State, Danjuma Zubairu is from Kabba in Kogi State; in a direct response to allegations that the account in a bank in the Central Business District branch, was domiciled in the account of his younger brother.

Zubairu, Maina maintained, is the Group Head, Private Banking, Abuja region of the bank. Repeated calls and text messages to Etok and Gaya were unanswered.
